สถานการณ์ชายแดนไทย-กัมพูชา เกิดความตึงเครียดอย่างหนัก สืบเนื่องจากเหตุทหารไทยได้รับบาดเจ็บจากการเหยียบกับระเบิดระหว่างการลาดตระเวนเมื่อเย็นวันที่ 23 กรกฎาคม 2568 รัฐบาลไทยจึงได้ดำเนินมาตรการทางการทูตโดยเรียกเอกอัครราชทูตไทยกลับประเทศและส่งเอกอัครราชทูตกัมพูชาประจำประเทศไทยกลับ ต่อมาในช่วงเช้าวันที่ 24 กรกฎาคม ได้เกิดการปะทะกันระหว่างทหารทั้งสองฝ่ายบริเวณปราสาทตาเมือนธม จ.สุรินทร์ ซึ่งนำไปสู่คำสั่งปิดจุดผ่านแดนถาวรทุกแห่งตลอดแนวชายแดน ทำให้การเดินทางและการค้าต้องหยุดชะงัก

Tensions escalated severely on the Thai-Cambodian border following a Thai soldier’s injury from a landmine during a patrol on the evening of July 23, 2025, prompting the Thai government to recall its ambassador and expel Cambodia’s. On the next morning of July 24, clashes between the two sides near Prasat Ta Muen Thom in Surin province led to the closure of all permanent border crossings, halting travel and trade.

The Thai government issued a statement accusing Cambodia of violating the ceasefire by launching attacks in multiple areas, preparing to submit formal protest letters to the ASEAN Chair, the United States, and China.

Bangkok, Thailand – Today, July 29, following a Cabinet meeting, Phumtham Wechayachai, Acting Prime Minister and Minister of Interior, alongside Maris Sangiampongsa, Minister of Foreign Affairs, and Gen. Natthapol Nakpanich, Deputy Minister of Defense, issued a statement on the escalating situation at the Thai-Cambodian border.

Acting Prime Minister Phumtham asserted the Thai government’s sincere efforts to end the conflict, emphasizing that the ceasefire negotiations prioritized the well-being of both nations’ citizens, their property, and military personnel. He highlighted the global community’s hope for peace between the two countries and affirmed Thailand’s commitment to the ceasefire agreement reached in Putrajaya, Malaysia.

However, Phumtham revealed that Cambodian forces have violated the ceasefire agreement by firing upon Thai troops in multiple areas. He stated that Thai forces responded decisively and appropriately to protect national sovereignty and the lives of innocent civilians. The government has formally protested these violations to the ASEAN Chairman, the United States, and China, who were witnesses to the negotiations, to highlight Cambodia’s clear insincerity and lack of commitment to the agreement.

The government has instructed all branches of the armed forces to maintain their positions to fully safeguard Thailand’s sovereignty and the safety of its people, vowing that Thai sovereignty will not be infringed upon under any circumstances. Nevertheless, earlier today, military commanders from both countries held discussions to explore ways to de-escalate the situation.

Thailand remains ready to engage in higher-level negotiations, as previously agreed, with the aim of ending the violence and preventing further civilian and military casualties. The government expressed confidence that its commitment to international principles, humanitarian law, and human rights will be evident to the international community—serving as a crucial foundation for presenting the facts in future stages once the ceasefire is fully in place.

The public is urged to follow official channels for accurate updates. The government has assigned the Ministry of Interior and relevant agencies to provide urgent assistance to border residents affected by the conflict, particularly in facilitating evacuations back to their hometowns, pending further government directives. Authorities also emphasized that local agencies in the affected areas are fully supporting relief efforts at evacuation centers.

The government honored the bravery of fallen soldiers who sacrificed their lives and shed blood to protect national sovereignty and ensure public safety.

Finally, the government cautioned the public against falling victim to misinformation or Cambodian political ploys aimed at creating internal division. Team Thailand reaffirmed its commitment to operating at full capacity to protect the nation’s and its people’s interests.

การประชุมหารือระหว่าง กองทัพภาคที่ 1 กับ ภูมิภาคทหารที่ 5 (ฝ่ายกัมพูชา) จัดขึ้นที่จุดผ่านแดนถาวรคลองลึก อำเภออรัญประเทศ จังหวัดสระแก้ว นำโดย แม่ทัพภาคที่ 1 ซึ่งทั้งสองฝ่ายได้เห็นชอบในการให้งดเคลื่อนไหวกำลังเพื่อหลีกเลี่ยงความหวาดระแวง ระหว่างรอผลการประชุม GBC วันที่ 4 สิงหาคม และให้ผู้นำแต่ละระดับสามารถติดต่อกันโดยตรงได้เมื่อมีเหตุจำเป็น

นอกจากนี้ โฆษก ทบ. ยังได้กล่าวอีกว่าสถานการณ์ตามแนวชายแดนล่าสุดตั้งแต่ก่อนช่วงการประชุมทั้ง 3 พื้นที่ ได้มีการหยุดยิงตลอดแนวเป็นที่เรียบร้อย

Military commanders from all three Thai-Cambodian border zones have reached a mutual agreement to cease fire and halt troop movements ahead of the upcoming General Border Committee (GBC) meeting scheduled for 4 August.

Royal Thai Army (RTA) Spokesperson, Major General Winthai Suvaree, announced today the outcomes of meetings held at 10:00 AM between Thai and Cambodian military commanders across all three border regions as follows:

At midnight today, July 29, a ceasefire between Thailand and Cambodia took effect, bringing an end to the conflict following negotiations between Thailand’s acting Prime Minister Phumtham Wechayachai and Cambodian Prime Minister Hun Manet.

The Royal Thai Army’s “Army Current News” Facebook page confirmed at 12:37 AM that “all Thai areas have ceased fire.”

Reports from various border provinces indicate the cessation of hostilities with no initial reports of casualties:

Buriram Province: Clashes stopped in Sa Taku Pass area.
Surin Province: Clashes stopped in the areas of Ta Muen Temple, Ta Kwai Temple, and Chong Chom Pass.
Sisaket Province: Clashes stopped in the Preah Vihear (Phu Makhuea, Huai Ta Maria) and Don Tual temple areas.
Ubon Ratchathani Province: Clashes stopped at Chong Anma and Chong Bok Passes.
Trat Province: Hostilities have ceased.

กองบัญชาการกองทัพไทย เผยแพร่บันทึกเหตุการณ์การปะทะบริเวณชายแดนไทย-กัมพูชา วันที่ 26 กรกฎาคม 2568 จากรายงานของศูนย์ปฏิบัติการกองทัพภาคที่ 2 กองทัพบก และกองทัพเรือ ได้สรุปสถานการณ์การสู้รบตามแนวชายแดนไทย-กัมพูชา พบว่าสถานการณ์ยังคงมีการปะทะอย่างต่อเนื่อง

ทั้งสองฝ่ายได้มีการเสริมกำลังเพิ่มเติม โดยเฉพาะในพื้นที่สำคัญ ได้แก่ ช่องบก ช่องอานม้า ซำแต ช่องตาเฒ่า ภูมะเขือ ปราสาทตาควาย และกลุ่มปราสาทตาเมือนธม โดยมีการยิงปืนใหญ่ตกในพื้นที่พลเรือนหลายแห่ง อย่างไรก็ตาม ยังไม่มีรายงานผู้ได้รับบาดเจ็บจากเหตุการณ์ดังกล่าว ในขณะเดียวกัน มีการอพยพพนักงานคาสิโนชาวกัมพูชาออกจากบ่อนบริเวณชายแดนฝั่งตรงข้ามช่องสายตะกู จังหวัดบุรีรัมย์

พื้นที่ที่ต้องเฝ้าระวังอย่างใกล้ชิด ได้แก่ อำเภอกันทรลักษ์ จังหวัดศรีสะเกษ และอำเภอกาบเชิง กับอำเภอพนมดงรัก จังหวัดสุรินทร์ โดยคาดว่าฝ่ายกัมพูชาอาจใช้วิธีการยิงปืนใหญ่โจมตีพื้นที่พลเรือน เพื่อกดดันให้รัฐบาลไทยยุติการสู้รบในสภาพเสียเปรียบ

ในส่วนของกองกำลังบูรพา กองทัพภาคที่ 1 ได้ดำเนินการผลักดันและรื้อถอนสิ่งปลูกสร้างของฝ่ายกัมพูชาที่รุกล้ำเข้ามาในเขตแดนประเทศไทย อันเป็นการละเมิดบันทึกความเข้าใจ (MOU) ปี 2543 รวมทั้งสิ้น 4 พื้นที่ ในเขตอำเภอตาพระยา 2 พื้นที่ และอำเภอโคกสูง 2 พื้นที่ จังหวัดสระแก้ว

ขณะที่พื้นที่จังหวัดตราด ฝ่ายกัมพูชาได้เปิดพื้นที่โจมตีใหม่ในเวลา 05.10 นาฬิกา ของวันนี้( 26 กรกฎาคม 2568 )จากนั้นกองกำลังป้องกันชายแดนจันทบุรีและตราดได้ตอบโต้ด้วยการเปิดปฏิบัติการ ‘ยุทธการตราดพิฆาตไพรี 1’ ณ บ้านชำราก จังหวัดตราด โดยส่งกำลังพลและเรือป้องกันชายแดนเข้าไปผลักดันและทำลายพื้นที่ที่ทหารกัมพูชารุกล้ำเขตแดนไทย 3 จุด จนกระทั่งเวลา 06.40 น. ของวันที่ 26 กรกฎาคม 2568 ฝ่ายกัมพูชาต้องล่าถอยออกจากพื้นที่ดังกล่าว

ในด้านการอพยพประชาชน ได้มีการอพยพประชาชนจากพื้นที่เสี่ยงภัยตามแนวชายแดนเข้าสู่พื้นที่ปลอดภัยและศูนย์รวบรวมพลเรือนใน 4 จังหวัด ดังนี้

จังหวัดบุรีรัมย์: 1 จุด 8,363 คน
จังหวัดสุรินทร์: 65 จุด 39,350 คน
จังหวัดศรีสะเกษ: 82 จุด 35,009 คน
จังหวัดอุบลราชธานี: 76 จุด 14,709 คน

รวมประชาชนที่อพยพออกจากพื้นที่เสี่ยงภัยแล้วทั้งสิ้น 97,431 คน (เพิ่มขึ้น 9,393 คน) ส่วนจังหวัดตราด ขณะนี้อยู่ระหว่างการสำรวจและรวบรวมจำนวนผู้อพยพ

นอกจากนี้ ยังได้จัดตั้งโรงครัวพระราชทานเพื่อประกอบอาหารดูแลประชาชนผู้อพยพ โดยมีโรงครัวพระราชทานในพื้นที่ 4 จังหวัด จำนวน 7 แห่ง พร้อมรถครัวประกอบอาหาร 9 คัน ซึ่งได้ผลิตข้าวกล่องเพื่อแจกจ่ายแก่ประชาชนที่ได้รับผลกระทบ ตั้งแต่วันที่ 24-26 กรกฎาคม 2568 รวมจำนวน 100,100 กล่อง

The Royal Thai Armed Forces has released an operational log detailing clashes along the Thai-Cambodian border on July 26, 2025. Reports from the Second Army Region Command, Royal Thai Army, and Royal Thai Navy indicate ongoing combat.

Both sides have reinforced their positions, particularly in critical areas such as Chong Bok, Chong Anma, Sam Tae, Chong Ta Thao, Phu Ma Khuea, Ta Kwai Temple, and the Ta Muen Thom Temple complex. Artillery fire has impacted several civilian areas, though no injuries have been reported so far. Cambodian casino workers across from Chong Sa Taku in Buriram province have been evacuated.

Summary of Critical Areas:

On the afternoon of July 25, 2025, Cambodian forces heavily shelled with mortar and BM-21 rockets, attempting to advance into key areas including Sam Tae, Phu Phi, Chong Ta Thao, and Ta Muen Thom Temple. Thai forces retaliated with small arms, mortar fire, and air strikes in Chong Anma, Phu Phi, Chong Ta Thao, and Chong Bandai Hak.

Thai forces successfully secured control of all of Phu Makhuea along the 1:50,000 line. Efforts by Cambodian forces to push into Ta Kwai Temple continue, but the use of force is limited due to its proximity to an ancient monument.

High-Alert Districts:

Areas with heavy engagement include: Phu Makhuea, Ta Muen Thom Temple, Chong Bok, Chong An Ma, Sam Tae, and Chong Ta Thao.

Districts under close surveillance are Kantharalak in Sisaket province, and Kab Choeng and Phanom Dong Rak in Surin province. It’s anticipated that Cambodian forces may employ artillery strikes on civilian areas to pressure the Thai government into a disadvantageous ceasefire.

Border Enforcement and New Engagements:

The Burapha Force, First Army Region, has dismantled and removed 4 Cambodian structures encroaching on Thai territory in Sa Kaeo province (2 in Ta Phraya district and 2 in Khok Sung district), which violated the 2000 Memorandum of Understanding (MOU).

In Trat province, Cambodian forces initiated a new attack at 05:10 AM on July 26, 2025. The Chanthaburi and Trat Border Defense Force retaliated with Operation “Trat Phikhat Phairee 1″ in Ban Cham Rak, Trat province, deploying personnel and border patrol vessels to push back and destroy three Cambodian encroaching positions. By 06:40 AM on July 26, 2025, Cambodian forces had retreated from the area.

Civilian Evacuations and Aid:

Civilian evacuations from high-risk border areas to safe zones and assembly points have been conducted in four provinces:

Buriram Province: 1 location, 8,363 people

Surin Province: 65 locations, 39,350 people

Sisaket Province: 82 locations, 35,009 people

Ubon Ratchathani Province: 76 locations, 14,709 people

A total of 97,431 people have been evacuated from high-risk areas (an increase of 9,393 people). In Trat province, the number of evacuees is currently being surveyed and compiled.

Assistance Efforts:

The Thai Royal Volunteer Center in the four provinces has actively assisted civilians, facilitated temporary shelters, and disseminated useful information. This includes 129 personnel from 904 Royal Volunteer program, 2,480 civilian volunteers, and 220 ROTC Volunteers from the Royal Volunteer Center in nearby provinces.

Additionally, seven Royal Mobile Kitchens and nine mobile kitchen vehicles have been deployed across four provinces. Between July 24 and 26, 2025, these units produced a total of 100,100 meal boxes for civilians affected by the conflict.

Cambodian forces continued attacking Thai troops early this morning despite a ceasefire appeal from former U.S. President Donald Trump. Civilian homes have been reported damaged in the affected areas.

Today (July 27), at the Royal Thai Army Headquarters, Major General Winthai Suvaree, spokesperson for the Royal Thai Army, addressed the situation concerning discussions between U.S. President Donald Trump, Cambodian Prime Minister Hun Sen, and Acting Thai Prime Minister Phumtham Wechayachai. He stated that President Trump had made it clear negotiations on U.S. tariffs would not proceed unless a ceasefire was observed.

Major General Winthai reported that Cambodia has not ceased hostilities and has continued retaliatory fire since early this morning. Several rockets have landed outside the designated military operational zone in Surin province.

At 04:30 AM, Cambodian soldiers initiated fire on Thai soldiers using BM-21 rocket launchers. However, the targets of the Cambodian side were not military areas, but rather civilian residences, including a medical facility and communities.

At 06:30 AM, artillery shells (of unknown type) impacted areas in Surin province (number unknown), causing fires in civilian homes. Fire trucks and rescue vehicles are currently responding.

เมื่อวันที่ 28 พฤษภาคม เกิดการปะทะกันเล็กน้อยบริเวณชายแดนไทย-กัมพูชา ในขณะนั้น กองกำลังไทยกำลังลาดตระเวนตามปกติบนเส้นทางที่กำหนดไว้ภายในอาณาเขตของไทย เพื่อตอบโต้การยิงของกองกำลังกัมพูชาเข้ามาในอาณาเขตไทยโดยปราศจากการยั่วยุ กองกำลังไทยจึงถูกบีบให้ใช้มาตรการป้องกันตนเองที่ได้สัดส่วนและเหมาะสมตามกฎหมายระหว่างประเทศ ประเทศไทยเชื่อมั่นเสมอว่าช่องทางทวิภาคีเป็นวิธีการที่มีประสิทธิภาพมากที่สุดในการแก้ไขเหตุการณ์ดังกล่าว และเราได้เรียกร้องให้มีการประชุมคณะกรรมาธิการเขตแดนร่วม (JBC) ตามที่ผู้รายงานได้กล่าวไว้ เพื่อหารือเกี่ยวกับปัญหานี้กับกัมพูชา ซึ่งเกิดขึ้นเมื่อวันที่ 14 มิถุนายน ณ กรุงพนมเปญ

แม้จะเดินหน้าสานความพยายามอย่างต่อเนื่อง แต่ในวันที่ 16 และ 23 กรกฎาคม กำลังพลของกองทัพไทยได้เหยียบทุ่นระเบิด ขณะลาดตระเวนตามปกติภายในอาณาเขตประเทศไทย ส่งผลให้ทหาร 2 นายได้รับบาดเจ็บสาหัสและพิการถาวร ขณะที่ทหารที่เหลือได้รับบาดเจ็บรุนแรง หลักฐานยืนยันว่าทุ่นระเบิดเหล่านี้ถูกวางไว้ใหม่ในพื้นที่ที่เคยถูกกำจัดทุ่นระเบิดไปแล้ว ท่านคงทราบดีว่าประเทศไทยได้ทำลายทุ่นระเบิดสังหารบุคคลทั้งหมดไปแล้วนับตั้งแต่ปี พ.ศ. 2562 ซึ่งรวมถึงทุ่นระเบิดที่เก็บรักษาไว้เพื่อการวิจัยและฝึกอบรม ในทางตรงกันข้าม รายงานความโปร่งใสประจำปีของกัมพูชาระบุว่า ณ เดือนธันวาคมปีที่แล้ว กัมพูชายังคงเก็บรักษาทุ่นระเบิดประเภทนี้ไว้ ถือเป็นการละเมิดกฎหมายระหว่างประเทศอย่างโจ่งแจ้ง หรืออนุสัญญาห้ามทุ่นระเบิดสังหารบุคคล ที่รู้จักกันในชื่ออนุสัญญาออตตาวา ซึ่งประเทศไทยและกัมพูชาต่างเป็นรัฐภาคี อีกทั้งยังถือเป็นการฝ่าฝืนเจตนารมณ์ของปฏิญญาเสียมเรียบ-อังกอร์ ซึ่งได้รับการรับรองในเดือนพฤศจิกายน พ.ศ. 2567 ด้วยสถานการณ์อันร้ายแรงนี้ ประเทศไทยได้ยื่นหนังสือ 2 ฉบับถึงประธานการประชุมรัฐภาคีครั้งที่ 22 ของอนุสัญญา โดยให้รายละเอียดเกี่ยวกับเหตุการณ์ที่เกิดขึ้น และประณามการกระทำเหล่านี้อย่างรุนแรงที่สุดว่าเป็นการละเมิดอธิปไตยและบูรณภาพแห่งดินแดนโดยเจตนา นอกจากนี้ ประเทศไทยยังได้ยื่นหนังสือต่อเลขาธิการสหประชาชาติเพื่อขอให้รัฐบาลกัมพูชาชี้แจงตามมาตรา 8 วรรค 2 ของอนุสัญญาดังกล่าว

ต่อมาวานนี้ (24 กรกฎาคม) เวลา 08.20 น. กองกำลังกัมพูชาพร้อมปืนใหญ่ได้เปิดฉากยิงใส่ฐานของทหารไทยที่ปราสาทตาเมือนธม จังหวัดสุรินทร์ หลังจากนั้นไม่นาน กองกำลังกัมพูชาได้เปิดฉากโจมตีอย่างไม่เลือกเป้าหมายในดินแดนไทยใน 4 จังหวัด ได้แก่ บุรีรัมย์ สุรินทร์ ศรีสะเกษ และอุบลราชธานี การรุกรานที่ขัดต่อกฎหมายและไม่เลือกเป้าหมายครั้งนี้ — ผมขอเน้นย้ำคำว่าไม่เลือกเป้าหมาย– การโจมตีด้วยอาวุธได้สร้างความเสียหายและความทุกข์ทรมานอย่างร้ายแรงแก่พลเรือนผู้บริสุทธิ์ มีเด็กเสียชีวิต 4 คน และบาดเจ็บสาหัสอีก 4 คน โครงสร้างพื้นฐานของพลเรือน รวมถึงโรงพยาบาลและโรงเรียน ก็ได้รับความเสียหายอย่างหนักเช่นกัน ณ วันที่ 25 กรกฎาคม เวลา 09.00 น. การโจมตีดังกล่าวส่งผลให้มีผู้เสียชีวิต 14 ราย และบาดเจ็บ 46 ราย โดย 13 รายอยู่ในอาการสาหัส ผมขอใช้คำว่า “อย่าละสายตา” อีกครั้ง [พร้อมแสดงภาพผู้บาดเจ็บและเสียชีวิต] เพียง 24 ชั่วโมงที่ผ่านมา โรงพยาบาล ปั๊มน้ำมัน และบ้านเรือนของพลเรือนถูกโจมตี ครอบครัวหนึ่งซึ่งมีสมาชิก 4 คนกำลังซื้อของ ได้เข้าไปในร้านขายของชำแห่งนี้ สามคนในจำนวนนั้นซึ่งเป็นแม่และลูกสามคน ไม่มีผู้ใดรอดชีวิตออกมาเลย อย่าละสายตา ประชาชนกว่า 130,000 คนต้องอพยพออกจากบ้านเรือน

ด้วยเหตุนี้ ประเทศไทยขอประณามอย่างรุนแรงที่สุดต่อการโจมตีพลเรือน โครงสร้างพื้นฐานพลเรือน และสิ่งอำนวยความสะดวกสาธารณะ โดยเฉพาะอย่างยิ่งโรงพยาบาลของกัมพูชา ซึ่งเป็นการละเมิดอนุสัญญาเจนีวา พ.ศ. 2492 โดยเฉพาะมาตรา 19 ของอนุสัญญาเจนีวาฉบับที่ 1 และมาตรา 18 ของอนุสัญญาเจนีวาฉบับที่ 4

การรุกรานและโจมตีด้วยอาวุธโดยปราศจากการยั่วยุและมีการวางแผนมาล่วงหน้าของกองกำลังทหารกัมพูชา ถือเป็นการละเมิดอย่างร้ายแรงต่อมาตรา 2 ย่อหน้า 4 ของกฎบัตรสหประชาชาติ ซึ่งเราทราบกันดีว่า ห้ามใช้กำลังต่อบูรณภาพแห่งดินแดนของรัฐต่างๆ รวมถึงละเมิดหลักการของความเป็นเพื่อนบ้านที่ดี การอยู่ร่วมกันอย่างสันติ และความสามัคคีของอาเซียน

แม้จะใช้ความยับยั้งชั่งใจอย่างที่สุด แต่ปัจจุบันประเทศไทยถูกบีบบังคับให้ต้องดำเนินการเพื่อป้องกันตนเองภายใต้มาตรา 51 ของกฎบัตรสหประชาชาติ การตอบสนองของเรา ขอย้ำอีกครั้งว่ามีขอบเขตที่จำกัดอย่างเคร่งครัด ได้สัดส่วน และมุ่งเป้าไปที่การกำจัดภัยคุกคามที่กำลังใกล้เข้ามาจากกองกำลังทหารกัมพูชาเท่านั้น มาตรการทั้งหมดมุ่งเป้าไปที่เป้าหมายทางทหารที่ชอบธรรม โดยพยายามทุกวิถีทางเพื่อหลีกเลี่ยงอันตรายต่อพลเรือน

จุดยืนของไทยชัดเจนและสอดคล้องกัน นั่นคือ เรายึดมั่นในหลักการไม่แทรกแซงกิจการภายในของรัฐใดๆ และเราขอเน้นย้ำถึงความเคารพอย่างเต็มที่ต่ออำนาจอธิปไตยของชาติและบูรณภาพแห่งดินแดน ซึ่งเป็นหลักการที่เป็นรากฐานสำคัญของระเบียบระหว่างประเทศและเสถียรภาพในภูมิภาค

ในฐานะประเทศที่รักสันติ ท่านประธานครับ ประเทศไทยปฏิเสธการใช้กำลังอย่างเด็ดขาดในการแก้ไขข้อพิพาทระหว่างประเทศ และยังคงยึดมั่นในการระงับข้อพิพาทโดยสันติตามกฎบัตรสหประชาชาติ ด้วยเจตนารมณ์นี้ ประเทศไทยได้มีส่วนร่วมอย่างแข็งขันกับกัมพูชาตลอดสองเดือนที่ผ่านมา ผ่านกลไกทวิภาคีหลายรูปแบบ รวมถึงคณะกรรมาธิการเขตแดนร่วม (JBC) ที่ได้กล่าวถึงข้างต้น โดยมีวัตถุประสงค์เพื่อแก้ไขความขัดแย้งและป้องกันไม่ให้สถานการณ์เกิดการลุกลามบานปลายขึ้นอีก ดังนั้น จึงน่าเสียใจอย่างยิ่งที่กัมพูชาจงใจหลีกเลี่ยงการเจรจาที่มีความหมาย แต่กลับพยายามผลักดันประเด็นนี้ให้กลายเป็นประเด็นระดับนานาชาติ เพื่อบรรลุวัตถุประสงค์ทางการเมืองของตนเอง

ในส่วนของข้อกล่าวหาเรื่องการทำลายพื้นที่โดยรอบและสิ่งก่อสร้างของปราสาทพระวิหารนั้น กระผมขอย้ำว่าประเทศไทยได้ใช้สิทธิอันสมควรในการป้องกันตนเองตามกฎหมายระหว่างประเทศ โดยยึดหลักความได้สัดส่วน ความระมัดระวัง และความจำเป็นทางทหาร การตอบโต้ทั้งหมดถูกจำกัดไว้เฉพาะเป้าหมายทางทหารเท่านั้น

การยิงปะทะกันระหว่างกองทัพไทยและกัมพูชาไม่ได้เกิดขึ้นใกล้ปราสาทพระวิหารเลย จุดโจมตีที่ใกล้ที่สุดอยู่บริเวณภูมะเขือ ซึ่งอยู่ห่างจากปราสาทพระวิหารประมาณ 2 กิโลเมตร ตัวปราสาทเองอยู่นอกเหนือขอบเขตการปฏิบัติการทางทหารของไทยโดยสิ้นเชิง เป็นไปไม่ได้ที่กระสุนปืนหรือสะเก็ดระเบิดจากการยิงปะทะกันที่ภูมะเขือจะเข้าหรือสร้างความเสียหายร้ายแรงแก่ปราสาทพระวิหาร

ดังนั้น แถลงการณ์ดังกล่าวจึงไม่มีมูลความจริง น่าเสียใจ และน่าผิดหวังอย่างยิ่ง แถลงการณ์ดังกล่าวเป็นเพียงการเผยแพร่ข้อมูลบิดเบือนเท่านั้น ประเทศไทยขอเรียกร้องให้กัมพูชางดเว้นการเผยแพร่ข้อมูลเท็จหรือข้อมูลที่ทำให้เข้าใจผิด ซึ่งมีแรงจูงใจทางการเมืองหรือบิดเบือนมรดกทางวัฒนธรรม ดังนั้น เราจึงหวังเป็นอย่างยิ่งว่ากัมพูชาจะดำเนินการด้วยความสุจริตใจ และยึดมั่นในพันธกรณีระหว่างประเทศในการคุ้มครองมรดกทางวัฒนธรรม

ในส่วนของการใช้กระสุนแบบคลัสเตอร์ ประเทศไทยขอยืนยันว่าการปฏิบัติการทางทหารเป็นไปตามหลักการแห่งความแตกต่าง ความได้สัดส่วน และความจำเป็นทางทหาร การใช้กระสุนแบบคลัสเตอร์เหล่านี้ถูกใช้เพื่อโจมตีเป้าหมายทางทหารโดยเฉพาะ

Full Statement: Thai Ambassador’s Address to the UNSC Urges Cambodia to Cease Hostilities and Respect Sovereignty

Here is the official word-for-word statement delivered by H.E. Mr. Cherdchai Chaivaivid, Permanent Representative of Thailand to the United Nations, during the closed-door session of the United Nations Security Council (UNSC), held under the agenda item “Threats to International Peace and Security.”

The meeting took place on 25 July 2025 at the Security Council Chamber, United Nations Headquarters in New York City, USA.

His remarks are as follows:

Mr. President,

I would like to express our appreciation for you for convening this meeting and to thank Assistant Secretary-General Khiari for his kind briefing.

Mr. President,

It has always been my privilege and honour to address the Security Council. Yet, with profound regret, today I am compelled to speak under the gravest of circumstances – as Cambodia’s unprovoked act of aggression threatens the sovereignty, territorial integrity, and, very importantly, innocent civilian lives of Thailand, a nation committed to peace, as we all in this room know very well.

Let me set the record straight. Thailand has always considered Cambodia as our close neighbour and a close member of the ASEAN family. Since Cambodia’s independence in 1953, Thailand has spared no effort in supporting its peace process, nation-building and development through the Paris Agreements in 1991 and Cambodia’s membership in ASEAN in 1999. For decades, our two nations collaborated in good faith for the mutual benefits of our peoples.

But as in cases of any next-door neighbours, Thailand and Cambodia have had a fair share of challenges and disagreements – and it is precisely in such moments that dialogue, not violence, must prevail. That is why we are here today in this very chamber.

Mr. President,

On May 28, a minor skirmish took place on the border between Thailand and Cambodia. At the time, Thai troops were conducting routine patrols in established routes within Thailand’s territory. In response to the unprovoked firing by Cambodian troops into Thai territory, the Thai forces were compelled to take proportionate and appropriate measures in self-defence, consistent with international law. Thailand always believes that bilateral channel is the most effective means to address such incident. And we had sought for a Joint Boundary Commission meeting, as mentioned by the briefer, to discuss the issue with Cambodia, which, indeed, took place on June 14 in Phnom Penh.

Despite the ongoing efforts, on July 16 and 23, Thai army personnel stepped on landmines, while conducting routine patrols within – again – Thailand’s territory. As a result, two soldiers sustained severe injuries, leading to permanent disability, while the rest were seriously injured. Evidence confirms that the landmines were newly planted in the previously demined zones. You may appreciate the fact that Thailand had fully destroyed all anti-personnel mines, including those retained for research and training purposes, since 2019. In contrast, according to its very own annual transparency report, as of December of last year, Cambodia continued to retain this type of mines. This is a blatant violation of international law, the Anti-Personnel Mine Ban Convention – also known as the Ottawa Convention – to which Thailand and Cambodia are States Parties, contravening the spirit of the Siem Reap-Angkor Declaration adopted in November 2024.

In light of this grave situation, Thailand submitted two letters to the PresidentDesignate of the 22nd Meeting of States Parties to the Convention, providing details of the incidents and condemning these acts in the strongest terms as a deliberate violation of our sovereignty and territorial integrity. Furthermore, Thailand has submitted a letter to the UN Secretary-General to request for clarification from the Government of Cambodia pursuant to Article 8, paragraph 2, of that Convention.

Then, yesterday, July 24, at 08.20 am, Cambodian troops with heavy artilleryopened fire into a Thai military outpost in Ta Muen Thom, Surin Province. Shortly after, Cambodian troops launched indiscriminate attacks on Thai territory across four provinces of Buriram, Surin, Si Sa Ket and Ubon Ratchathani. This act of aggression, unlawful and indiscriminate — and let me stress the word INDISCRIMINATE — armed attacks have caused serious harms and sufferings to innocent civilians. Four children were killed, and four others were severely injured. Civilian infrastructure, including a hospital and a school, also sustained significant damage. As of July 25, at 09.00 am in the morning, the attacks resulted in 14 deaths and 46 injuries – 13 of which are in critical condition. Allow me to repeat the words “don’t look away.” [Showing pictures of civilian casualties] Just 24 hours ago, a hospital, gas station, and civilian homes suffered attacks. One family of four, who were grocery shopping, went into this grocery store. Three of them, the mother and three children, never came out alive. Don’t look away. More than 130,000 residents have been evacuated from their homes.

In this regard, Thailand condemns in the strongest possible terms Cambodia’s indiscriminate and inhumane attacks on civilians, civilian infrastructure, and public facilities, particularly hospitals – which violates the Geneva Conventions of 1949, in specific Article 19 of the First Geneva Convention and Article 18 of the Fourth Geneva Convention

Mr. President,

This series of unprovoked and premeditated acts of aggression and armedattacks by the Cambodian armed forces also constitutes a grave violation of Article 2, paragraph 4 of the UN Charter, which as we know, prohibits the use of force against the territorial integrity of states, as well as the principles of good neighbourliness, peaceful coexistence and ASEAN solidarity.

Despite exercising utmost restraint, Thailand is now compelled to act in self-defence under Article 51 of the UN Charter. Our response, and let me reiterate, is strictly limited in scope, proportionate and targeted solely at neutralising the imminent danger posed by the Cambodian armed forces. All measures are directed at legitimate military targets, with every effort made to avoid civilian harm.

Thailand’s position is clear and consistent: we uphold the principles of noninterference in the internal affairs of States, and we reaffirm our full respect for national sovereignty and territorial integrity— principles that form the very bedrock of international order and regional stability.

As a peace-loving nation, Mr. President, Thailand categorically rejects theuse of force as a means to resolve international disputes, while remaining firmly committed to the peaceful settlement of disputes in accordance with the UN Charter. In this spirit, Thailand has actively engaged Cambodia over the past two months through multiple bilateral mechanisms, including the aforementioned Joint Boundary Commission (JBC), with the objective of resolving differences and preventing further escalation. Members of the Council, it is therefore deeply regrettable that Cambodia has deliberately avoided meaningful dialogue and instead sought to internationalise the issue to serve its own political objectives.

On the accusation of damaging the surrounding area and the structures of the Phra Viharn Temple, allow me to reiterate that Thailand has exercised its inherent right of self-defence in accordance with international law, based on the principles of distinction, proportionality, precaution, and military necessity. All responsive actions were strictly, once again, limited to legitimate military targets.

None of the exchanges of fire between Thai and Cambodian Armed Forces took place anywhere near the Phra Viharn Temple. The closest sites of attacks are located around Phu Ma Khua, situated approximately 2 kilometers away from the Phra Viharn Temple. The Temple itself lies entirely outside the trajectory of any Thai military operations. It is impossible that bullets or shrapnel from gunfire exchanges at Phu Ma Khua would reach or cause significant damage to the Phra Viharn Temple.

The said Statement is therefore baseless, regrettable and profoundly disappointing. It constitutes nothing more than a dissemination of disinformation. Thailand calls upon Cambodia to refrain from disseminating false or misleading information that politicises or misrepresents cultural heritage. We therefore and sincerely hope that Cambodia would act in good faith and uphold its international obligations to ensure the protection of cultural heritage.

On cluster munitions, Thailand wishes to reaffirm that its military actions follow the principle of distinction, proportionality, and military necessity. The cluster munitions are used exclusively to target military objectives.

Mr. President,

Thailand urges Cambodia to immediately cease all hostilities and acts of aggression, and resume dialogue in good faith.

Thailand addresses the UNSC, accusing Cambodia of violating its sovereignty, while Cambodia calls for an “immediate ceasefire.”

The United Nations Security Council (UNSC) held an emergency meeting yesterday (25 July) at UN Headquarters in New York, following official submissions from both Thailand and Cambodia reporting and clarifying the recent border clashes.

In the closed-door session, Thailand’s Permanent Representative to the UN, Cherdchai Chaivaivid, addressed the UNSC and its president, emphasizing that Cambodia was the aggressor and that Thailand had not provoked the conflict. He stated the attack violated Thailand’s sovereignty, territorial integrity, and endangered innocent civilian lives.

Cherdchai stressed that Thailand has always regarded Cambodia as a neighbor and a close member of the ASEAN family, and that any disputes should be resolved through dialogue. He noted that Thailand had previously called for negotiations under the Joint Border Commission (JBC) mechanism to seek a peaceful resolution.

Despite Thailand’s ongoing efforts to negotiate with Cambodia, Cherdchai stated that incidents on 16 and 23 July—where two Thai soldiers were severely injured and permanently disabled after stepping on landmines during patrols inside Thai territory—indicate a serious violation of international law. Evidence shows the mines were newly planted in areas previously cleared, breaching the Ottawa Convention, to which both countries are parties, and contradicting the spirit of the Siem Reap–Angkor Declaration signed in November 2024.

Cherdchai stated that, in response to the severity of the situation, Thailand has submitted two letters to the President of the 22nd Meeting of States Parties to the Ottawa Convention, detailing the incidents and strongly condemning them as deliberate violations of Thailand’s sovereignty and territorial integrity. Thailand has also sent a letter to the UN Secretary-General requesting clarification from the Cambodian government under Article 8, paragraph 2 of the Convention.

On 24 July at 08:20 a.m., Cambodian forces launched an artillery attack on a Thai military base in Surin province. Shortly after, Cambodian troops indiscriminately targeted civilian areas across four Thai border provinces—Buri Ram, Surin, Sisaket, and Ubon Ratchathani—resulting in civilian deaths and injuries, as well as severe damage to hospitals and schools.

As of 9:00 a.m. on 25 July, the attacks had left 14 people dead and 13 critically injured. More than 130,000 people have been displaced from their homes.

The Thai envoy reaffirmed Thailand’s commitment to the principles of non-interference, respect for national sovereignty and territorial integrity, and peaceful dispute resolution. He emphasized that Thailand values peace, rejects the use of force in resolving international conflicts, and upholds the UN Charter.

Thailand also used the forum to affirm that its response was an act of self-defense under international law, carried out in accordance with the principles of necessity and proportionality.

Cambodian Ambassador to the UN, Chhea Keo, told the Security Council that Cambodia calls for an immediate and unconditional ceasefire, urging a peaceful resolution to the conflict.

He also claimed that recent border clashes were initiated by Thailand.

“Cambodia requests an unconditional ceasefire and urges both sides to resolve the dispute peacefully,” Chhea Keo stated.

Clash Situation Summary

The opposing forces continue to employ infantry tactics to approach Thai troops, aiming to launch primary attacks in the areas of Chong Bok, Samtae, Phu Ma Khuea, Chong Ta Thao, Ta Muean Temple, and Ta Kwai Temple. These efforts are consistently supported by intermittent artillery fire.

Chong Bok Area: Attempts persist to seize Hill 469.

Chong Anma Area: Forces have been repositioned to control the area, with clashes becoming less frequent.

Samtae Area: Attacks with supporting fire, including tanks and artillery, are ongoing.

Sattahip Area: The opposing forces have sustained heavy damage.

Preah Vihear Area: Continuous clashes are reported near Wat Phra Kaeo.

Phu Ma Kheua Area: Strategic maneuvers are underway to secure key areas for tactical advantage.

Hill 350: Destroyed by Thai supporting fire.

Whereas the Announcement of the Council for Democratic Reform with the King as Head of State, dated September 9, 2006, declared martial law throughout the Kingdom of Thailand, effective from September 19, 2006, at 9:05 PM, and subsequently, a Royal Command lifted martial law in some areas while maintaining it in others, dated December 1, 2007;

It has become evident that Cambodia has used force and weapons to invade the Kingdom of Thailand along the entire border. Therefore, it is unavoidable to deploy military, police, civilian forces, and all Thai citizens to defend the country from this external threat. This action is necessary to preserve national sovereignty, territorial integrity, and the lives and property of the Thai people. It is also necessary to declare martial law in additional areas. By virtue of the power granted under Section 176, second paragraph, of the Constitution of the Kingdom of Thailand, combined with Section 4 of the Martial Law Act B.E. 2457 (1914), martial law is hereby declared in the following additional areas:

Article 1: Chanthaburi Province: Mueang Chanthaburi District, Tha Mai District, Makham District, Laem Sing District, Kaeng Hang Maeo District, Na Yai Am District, and Khao Khitchakut District.

Article 2: Trat Province: Khao Saming District.

This declaration is effective immediately.

The Royal Thai Armed Forces (RTAF) today strongly condemned Cambodia’s continuous use of long-range artillery attacks on civilian targets, including urban communities, hospitals, and schools. Major General Withai Laithomya, spokesperson for the Royal Thai Armed Forces Headquarters, stated that these “barbaric acts” have senselessly killed and injured numerous innocent civilians.

Based on available evidence, the Thai military believes that the Cambodian government, led by Prime Minister Hun Sen, is behind these “heartbreaking attacks.” The RTAF asserts that these actions not only constitute grave violations of international humanitarian law but also demonstrate a profound disregard for human life and fundamental human rights.

The deliberate targeting of civilians is considered a war crime, and those responsible must be brought to justice. Thailand is urging international organizations and the global community to conduct an independent and transparent investigation to ensure that perpetrators are appropriately punished.

The United Nations Security Council (UNSC) is set to hold an emergency meeting today to discuss the Thai-Cambodian border conflict.

AFP reports, citing an unnamed source, that the UNSC is set to convene an emergency meeting today (25 July) to discuss the escalating clashes along the border of Thailand and Cambodia.

An emergency closed-door meeting is scheduled for today, July 25, 2025, at 3:00 PM New York time (2:00 AM, July 26, Thai time) at the UN Headquarters.

Earlier reports indicated that Maris Sangiampongsa, Thailand’s Minister of Foreign Affairs, who is currently at the UN Headquarters for the High-Level Political Forum on Sustainable Development, already met with UN Secretary-General António Guterres. He also held discussions with Pakistan’s Deputy Prime Minister and Foreign Minister, who serves as the UNSC President for July, and Panama’s Minister of Social Development and Human Security, who will preside over the UNSC in August.

During these discussions, Minister Maris affirmed that both Pakistan and Panama agreed with Thailand’s approach of using bilateral mechanisms to resolve the issue. He also stressed that any violations of the Ottawa Convention would need to be addressed.

Minister Maris further emphasized Thailand’s stance to the international community, highlighting the country’s restraint and patience despite Cambodia’s perceived insincere actions. He reiterated Thailand’s commitment to peaceful resolution within a bilateral framework, respect for sovereignty, and adherence to international law. He also noted Thailand’s consistent openness to sincere bilateral negotiations, contrasting this with Cambodia’s alleged deliberate provocations and interference in Thailand’s internal affairs.

Thailand asserts that the actions of the Cambodian military constitute a violation of Thai sovereignty, specifically citing continuous attacks on Thai territory and civilian targets, including hospitals, resulting in civilian casualties. The Thai government is prepared to consider escalating self-defense measures if Cambodia continues its armed attacks and violations of Thai sovereignty under international law.

Meanwhile, Cambodian Prime Minister Hun Manet sent a letter to Asim Iftikhar Ahmad, Pakistan’s Permanent Representative to the UN and current UNSC President for July 2025. In the letter, Hun Manet reportedly condemned and accused the Thai military of being the aggressor and initiating attacks on Cambodian soldiers. He also called for an urgent UNSC meeting, claiming it was to curb Thai aggression.

The United States expresses concern about the Cambodia-Thailand border clash, urging an end to attacks.

The U.S. Department of State issued a statement expressing concern over the intensifying fighting along the Thai-Cambodian border, calling for a cessation of mutual attacks to protect civilians from harm and hoping that Thailand and Cambodia will resolve the conflict peacefully.

The statement, dated July 24, 2025, on the U.S. Department of State website and in a Thai-language version on the U.S. Embassy in Thailand’s website, reads: “The United States is gravely concerned by reports of the escalating fighting along the Thailand-Cambodia border. We are particularly alarmed by reports of harm to innocent civilians. We express our deepest condolences on the loss of life.”

In addition, the U.S. government also “urges the immediate cessation of attacks, protection of civilians, and peaceful settlement of disputes.”

The border clashes began yesterday, July 24, when the Thai military’s Border Affairs Department reported that Cambodia initiated firing on Thai operational bases near Ta Muen Thom temple in the Thai-Cambodian border area of Surin province in the morning, leading to Thai retaliation and subsequent clashes. Additionally, Cambodia reportedly fired upon hospitals and other civilian locations. Yesterday’s border clashes resulted in a total of 14 Thai fatalities, comprising 13 civilians and 1 soldier, and 60 injuries, including 45 civilians and 15 soldiers. Thailand responded with F-16 airstrikes on Cambodian military bases along the border, emphasizing that this was an act of retaliation under international law. Cambodia has not yet released figures for its casualties.

วุฒิสภาขอประกาศดังต่อไปนี้:

1. ขอประณามอย่างชัดแจ้งต่อการรุกรานด้วยอาวุธของกองกำลังทหารไทย ซึ่งส่งผลให้เกิดการปะทะกันและเป็นอันตรายต่อสันติภาพและเสถียรภาพตามแนวชายแดนกัมพูชา-ไทย การกระทำนี้ถือเป็นการละเมิดอธิปไตยของกัมพูชาอย่างร้ายแรง เป็นภัยคุกคามต่อสันติภาพในภูมิภาค และเป็นการละเมิดข้อ 2(4) ของกฎบัตรสหประชาชาติ ที่ห้ามการใช้กำลังต่อบูรณภาพแห่งดินแดนของรัฐใดๆ

2. ยืนยันสิทธิโดยธรรมชาติของกัมพูชาในการป้องกันตนเองภายใต้มาตรา 51 ของกฎบัตรสหประชาชาติ กองทัพกัมพูชาได้ดำเนินการด้วยความเป็นมืออาชีพและความยับยั้งชั่งใจในการใช้สิทธินี้ เพื่อปกป้องดินแดนอันศักดิ์สิทธิ์ของชาติและความปลอดภัยของพลเมืองกัมพูชา

Samdech Hun Sen, President of the Senate of Cambodia and former Prime Minister, has released a statement via Facebook from the Cambodian Senate, condemning and accusing the Thai military of aggression and violating Cambodia’s sovereignty, along with breaching Article 2(4) of the UN Charter, which prohibits the use of force against the territorial integrity of any state.

The six-point statement affirms Cambodia’s right to self-defense under the UN Charter and claims the Cambodian military acted professionally and with restraint in exercising this right. It also calls for urgent action from the international community in response to Cambodia’s alleged violations.

Furthermore, the Cambodian Senate’s statement attempts to link the clashes to 4 disputed areas: Ta Muen Thom, Ta Muen Tod, Ta Kwai, and Mum Bey (Emerald Triangle), which Cambodia has sought to bring before the International Court of Justice since clashes erupted in late May, while refusing to resolve the issue through bilateral mechanisms.

“The Senate of the Kingdom of Cambodia expresses its strongest condemnation of the intentional and illicit military aggression perpetrated by the armed forces of the Kingdom of Thailand on 24 July 2025. This hostile act carried out near the sacred temples of Ta Muen Thom, Ta Muen Tot, Ta Krabey, Mum Bey, and other locations situated well within Cambodia’s internationally recognized borders, constitutes a direct violation of Cambodia’s sovereignty and a grave breach of international law, including the Charter of the United Nations.

The Senate hereby declares the following:

Unequivocally condemns the armed incursion by Thai military forces, which resulted in clashes and endangered peace and stability along the Cambodia-Thailand border. This act constitutes a serious violation of Cambodia’s sovereignty, a threat to regional peace, and a breach of Article 2(4) of the UN Charter prohibiting the use of force against the territorial integrity of any state.

โดยมีลำดับเหตุการณ์ที่สำคัญ ดังนี้

According to a summary report from the Department of Border Affairs, Major General Witthaya Laithomya, spokesperson for the Royal Thai Armed Forces Headquarters, stated that on July 24, 2025, clashes occurred at multiple points along the border between Thai and Cambodian forces. These engagements led to casualties among both civilians and military personnel, as well as damage to civilian property.

Key events unfolded as follows:

7:45 AM: Suranaree Task Force detected a Cambodian unmanned aerial vehicle (UAV) intruding into Thai airspace near Ta Muen Thom Temple. Subsequently, six armed Cambodian soldiers were seen approaching the barbed wire fence. Thai forces attempted negotiations to prevent engagement.

8:20 AM: Cambodian forces opened fire with small arms on a Thai operational base near Ta Muen Thom Temple, injuring 2 Thai soldiers.

Today, July 24, 2025 – Minister of Labour Pongkwan Juangroongruangkit has urgently instructed all agencies to prepare for the unrest along the Thai-Cambodian border. A war room has been established to closely monitor the situation and strategize corresponding responses.

The Ministry of Labour is coordinating with all relevant parties to address potential impacts, particularly on both Thai and migrant workers in the affected regions, emphasizing safety as the top priority.

For employees injured or killed in the incident, if it occurs during work, they will be eligible for benefits from the Workmen’s Compensation Fund. บุรีรัมย์: บ้านขี้เหล็ก และหมู่ 16 ต.บ้านกรวด พบความเสียหายต่อบ้านเรือนและสัตว์เลี้ยง รวมถึงมีผู้ได้รับบาดเจ็บ 1 ราย

กองทัพบกระบุว่า ขณะนี้กำลังประสานหน่วยงานที่เกี่ยวข้องในพื้นที่เพื่อให้ความช่วยเหลือประชาชน พร้อมย้ำว่าการโจมตีพลเรือนเช่นนี้เป็นการละเมิดหลักสิทธิมนุษยชนอย่างร้ายแรง

A border clash between Thailand and Cambodia erupted this morning when Cambodian forces opened fire on a Thai military base near Ta Muen Thom Temple in Phu Sing district, Surin province. The conflict escalated, with reports indicating Cambodian artillery targeted civilian areas in many Thai provinces.

According to preliminary reports from the Royal Thai Army, casualties and damage have been reported across four provinces—Surin, Sisaket, Ubon Ratchathani, and Buri Ram. The initial summary is as follows:

Sisaket: 6 people were killed and 10 injured in Ban Phue, Nong Ya Lat sub-district, Kantharalak district.

วันนี้ (24 กรกฎาคม) กองทัพภาคที่ 2 (ทภ.2) เผยแพร่แถลงการณ์ยืนยันสิทธิของประเทศไทยในการใช้กำลังเพื่อป้องกันตนเองตาม มาตรา 51 ของกฎบัตรสหประชาชาติ หลังจากมีรายงานว่ากองกำลังของกัมพูชาได้โจมตีพื้นที่พลเรือนใน อำเภอกาบเชิง จังหวัดสุรินทร์ รวมถึงเป้าหมายที่ไม่ใช่ทางทหาร อาทิ โบราณสถาน ปราสาท ปั๊มน้ำมัน โรงพยาบาล และศูนย์พัฒนาพื้นที่ชายแดน

แถลงการณ์ระบุว่า หากจำเป็นต้องมีการตอบโต้ กองทัพบกไทยจะดำเนินการ ภายใต้หลักสากลของกฎหมายมนุษยธรรม โดยมุ่งเป้าเฉพาะวัตถุทางทหาร (Military Objective) และจะ หลีกเลี่ยงความเสียหายต่อทรัพย์สินทางวัฒนธรรม ซึ่งรวมถึงโบราณสถานสำคัญต่าง ๆ

ทั้งนี้ ทภ.2 ยังเน้นย้ำว่า การใช้ทรัพย์สินทางวัฒนธรรมเป็นเครื่องมือทางทหาร จะทำให้เป้าหมายนั้น หมดสิทธิในการได้รับความคุ้มครองตามกฎหมายระหว่างประเทศ

The statement further indicated that any necessary response by the Royal Thai Army would adhere to International Humanitarian Law (IHL), targeting only military objectives and avoiding damage to cultural property, including significant ancient sites.

“Thailand adheres to the rule of law and universal humanitarian values, but will not allow any attacks to violate its sovereignty or undermine national dignity without a response,” the statement on The 2nd Army Region’s social media page read.

The 2nd Army Region also emphasizes that utilizing cultural property for military purposes will result in the forfeiture of its protection under international law.

The Thai Red Cross Society is urgently calling for blood donations to assist victims of intense border clashes in Surin, Sisaket, and Ubon Ratchathani.

The National Blood Center of the Thai Red Cross Society reported today, July 24, that 200 units of blood have been dispatched to support hospitals in the northeastern border provinces of Surin, Sisaket, and Ubon Ratchathani following recent armed clashes. The center reiterated an urgent need for more blood donations.

วันนี้ (24 กรกฎาคม) เวลา 10.30 น. ศ.ดร.นฤมล ภิญโญสินวัฒน์ รัฐมนตรีว่าการกระทรวงศึกษาธิการ เปิดเผยว่า ได้รับรายงานสถานการณ์ความไม่สงบจากเหตุปะทะกันระหว่างกำลังความมั่นคงบริเวณชายแดนไทย-กัมพูชา ใกล้พื้นที่ปราสาทตาเมือนธม อำเภอพนมดงรัก จังหวัดสุรินทร์ ซึ่งเกิดขึ้นในช่วงเช้าวันเดียวกัน โดยเหตุการณ์ดังกล่าวส่งผลกระทบต่อความปลอดภัยของนักเรียนและบุคลากรทางการศึกษาในพื้นที่

รมว.ศึกษาธิการ กล่าวว่า ตนได้สั่งการให้สำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน (สพฐ.) ติดตามสถานการณ์อย่างใกล้ชิด พร้อมประสานงานกับหน่วยงานด้านความมั่นคงในพื้นที่ และได้มีคำสั่ง ปิดโรงเรียนทุกแห่งในบริเวณที่เกิดเหตุการปะทะเป็นการชั่วคราว เพื่อความปลอดภัยของนักเรียน ครู และเจ้าหน้าที่

“ดิฉันได้กำชับให้โรงเรียนในเขตชายแดนจัดเตรียมแผนรับมืออย่างเป็นระบบ โดยเฉพาะการเตรียมหลุมหลบภัย หรือพื้นที่ปลอดภัยสำหรับนักเรียน รวมถึงสั่งการให้จัดตั้งศูนย์พักพิงชั่วคราวในพื้นที่ปลอดภัย เพื่อรองรับนักเรียนและครอบครัวที่อาจต้องอพยพออกจากพื้นที่เสี่ยง” ศ.ดร.นฤมล กล่าว

Surin Border Schools Closed After Thai-Cambodian Clash

Surin, Thailand – July 24, 2025 – Minister of Education, Prof. Dr. Narumon Pinyosinwat, announced at 10.30 AM that all schools in the vicinity of the Thai-Cambodian border clash near Ta Muean Thom Temple in Phanom Dong Rak District, Surin Province, have been temporarily closed as a result of an early morning armed conflict impacting the safety of students and educational personnel.

The Minister has instructed the Office of the Basic Education Commission (OBEC) to closely monitor the situation and coordinate with local security agencies to ensure the safety of students, teachers, and staff.

Prof. Dr. Narumon Pinyosinwat stated, “I have instructed schools in the border areas to systematically prepare response plans, especially by setting up bunkers or safe zones for students. I’ve also ordered the establishment of temporary shelters in secure areas to accommodate students and their families who may need to evacuate from high-risk zones.”

The Ministry of Education will continue to assess the situation with security agencies. Schools will reopen once the situation de-escalates to minimize long-term disruption to students’ education.

วันนี้ (24 กรกฎาคม) เวลา 07.35 น. หน่วยเฉพาะกิจที่ดูแลพื้นที่ปราสาทตาเมือนรายงานว่า ได้ยินเสียงอากาศยานไร้คนขับ (UAV) ของฝ่ายกัมพูชาบินวนอยู่บริเวณหน้าปราสาทตาเมือนธม แม้ไม่สามารถตรวจพบตัวอากาศยานได้ด้วยสายตา แต่สามารถได้ยินเสียงอย่างชัดเจน

ต่อมาฝ่ายกัมพูชาได้นำอาวุธเข้าสู่ที่ตั้งบริเวณด้านหน้าแนวลวดหนาม และพบกำลังพลกัมพูชาจำนวน 6 นาย พร้อมอาวุธครบมือรวมทั้ง RPG เดินเข้ามาใกล้แนวลวดหนามบริเวณด้านหน้าฐานปฏิบัติการของไทย ฝ่ายไทยได้ใช้การตะโกนเจรจาเพื่อหลีกเลี่ยงความขัดแย้งและยกระดับสถานการณ์ โดยฝ่ายไทยเฝ้าระวังตลอดแนวชายแดนเพื่อเตรียมรับสถานการณ์

อย่างไรก็ตาม เมื่อเวลาประมาณ 08.20 น. ฝ่ายกัมพูชาได้เปิดฉากยิงเข้ามาบริเวณตรงข้ามฐานปฏิบัติการทางทิศตะวันออกของปราสาทตาเมือน ในระยะประมาณ 200 เมตร

ขณะนี้ หน่วยงานที่เกี่ยวข้องของกองทัพบกกำลังติดตามสถานการณ์อย่างใกล้ชิด หากมีข้อมูลเพิ่มเติมจะรายงานความคืบหน้าให้ทราบต่อไป

Clashes Erupt at Ta Muean Thom Temple, Cambodia Initiates Fire

July 24, 2025 – 07.35 AM – The Royal Thai Army reports that at approximately 7.35 AM today, a Cambodian unmanned aerial vehicle (UAV) was heard circling near the Ta Muean Thom Temple. While the drone was not visually confirmed, its sound was clearly audible.

Subsequently, Cambodian forces were observed bringing weapons to a position in front of the barbed wire barrier. Six Cambodian soldiers, fully armed including with RPGs, approached the barbed wire near a Thai operational base. Thai forces attempted to de-escalate the situation through verbal negotiation while maintaining vigilance along the border.

However, at approximately 08.20 AM, Cambodian forces opened fire towards the area opposite the eastern operational base of Ta Muean Temple, at a distance of approximately 200 meters.

Relevant Royal Thai Army units are closely monitoring the situation. Further updates will be provided as more information becomes available.

ประกาศลดระดับความสัมพันธ์ทางการทูต! เรียกทูตไทยกลับประเทศ ส่งทูตกัมพูชาในไทยคืน ตอบโต้หลังกำลังพลไทยโดนกับระเบิดขาขาดเพิ่ม

วันนี้ (23 กรกฎาคม) ภูมิธรรม เวชยชัย รองนายกฯ และ รมว.มหาดไทย รักษาราชการแทนนายกฯ กล่าวหลังเกิดเหตุทหารชุดลาดตระเวนเหยียบกับระเบิดขาขาดอีกนายว่า

ขณะนี้ได้รับทราบข่าวจากพล.อ.ณัฐพล นาคพาณิชย์ รัฐมนตรีช่วยว่าการกระทรวงกลาโหม โดยทางกองทัพได้รายงานให้ทราบว่าเมื่อเวลา 16.55 น. มีหน่วยลาดตระเวนของเรา คือชุด ลว.พัน.ร.14 ได้เหยียบกับระเบิดในพื้นที่ห้วยบอน ช่องอานม้า อำเภอน้ำยืน ทำให้กำลังพลได้รับบาดเจ็บขาขวาขาด จำนวน 1 นาย คือ จ.ส.อ.พิชิตชัย บุญโคราช จากนั้นเมื่อเวลา 17.18 น. ได้เคลื่อนย้ายกำลังพลที่บาดเจ็บออกมา

ภูมิธรรม กล่าวว่า ขณะนี้กองทัพภาคที่ 2 และกองทัพบกได้ทำเรื่องขอเสนอให้ปิดด่านชายแดนของกองทัพภาคที่ 2 ทั้งหมด โดยนักท่องเที่ยวห้ามเข้าเด็ดขาด โดยขณะนี้รัฐบาลสั่งการให้ปิดด่านชายแดนตามที่กองทัพเสนอ และได้พิจารณาแล้วว่าเราจะลดระดับทางการทูต โดยเรียกเอกอัครราชทูตไทยประจำกัมพูชากลับประเทศไทย และส่งเอกอัครราชทูตกัมพูชาประจำประเทศไทยคืนกลับเขาไปเช่นกัน แล้วจะพิจารณาระดับความสัมพันธ์เพิ่มเติม

ภูมิธรรม กล่าวอีกว่า ทั้งนี้ ได้มีการสั่งการให้กระทรวงการต่างประเทศ ยื่นหนังสือประท้วงไปแล้ว ว่าสิ่งที่เกิดขึ้นเป็นระเบิดใหม่ พิสูจน์ทราบได้ว่าเมื่อก่อนเดินลาดตระเวนเราไม่เคยมี แต่ตอนนี้เป็นระเบิดที่เกิดใหม่ทั้งหมดในเวลาใกล้เคียงกัน ดังนั้นเรายกระดับการตอบโต้ที่เหมาะสมที่สุดแล้ว

Today, Deputy Prime Minister and Acting Prime Minister Phumtham Wechayachai confirmed that a Thai soldier, Sergeant Major Pichetchai Boonkorat of Patrol Company 14, lost his right leg after stepping on a landmine. The incident occurred at approximately 4.55 PM in the Huai Bon area of Chong An Ma, Nam Yuen District. The injured soldier was evacuated by 5.18 PM. The news was conveyed to Phumtham by Deputy Minister of Defense General Natthapol Nakpanich, who received the report from the military.

Deputy Prime Minister Phumtham Wechayachai announced that the Thai government has ordered the closure of all border checkpoints under the 2nd Army Region, with tourists strictly prohibited from entering. This decision came at the request of the 2nd Army Region and the Royal Thai Army.

Additionally, Thailand is downgrading diplomatic relations with Cambodia. This involves recalling the Thai Ambassador to Cambodia and sending the Cambodian Ambassador in Thailand back to their country. Further adjustments to the relationship are under consideration.

Phumtham also stated that the Ministry of Foreign Affairs has been instructed to lodge a formal protest. He emphasized that the recent incidents involved newly laid landmines, which were not present in previous patrol routes, indicating a deliberate and recent deployment. He affirmed that Thailand is implementing the most appropriate level of response.
