The Billion-Dollar Data Center Question:  How Much Does Thailand Gain?

Data centers have dominated the discourse in Thailand over the past year, becoming a symbol of technological advancement and innovation and evidence that Thailand is capturing a valuable component of the AI value chain.

 

 
 

Thailand’s Board of Investment (BOI) has labeled data centers the golden child of the country’s investment pipeline, with total investment value already surpassing 700 billion baht and spanning 42 projects between 2024 and now.

 

The heightened demand for Data Centers may have attracted global companies and brand-name entities to Thailand, from Google to Amazon and countless others.

 

However, Data Centers have also come under scrutiny, especially for their significant environmental impact and drain on a country’s natural resources. Beyond that, questions are being raised about how much the data center boom actually contributes to a country’s domestic economic growth.

 

If we strip away the AI buzz and the glossy investment dollars, what’s worth keeping watch on, and what are some of the pressing realities of these centers?

 

Regulation is catching up

 

The Board of Investment has confirmed that Data Center projects will now be screened against a four-pillar framework: benefit to the country, energy security, water resources, and environmental impact. The Cabinet approved a Data Center Policy Committee earlier this month, a significant first attempt to regulate a new industry split among several governing bodies, from the BOI to Energy-related Ministries.

 

This week, the National Economic and Social Development Council (NESDC), acting as the Data Policy Committee secretariat, is drafting criteria to govern investments in data centers, with a special focus on water and electricity supply.

 

The NESDC is also consulting with the Office of National Water Resources (ONWR) on water balance and with the Ministry of Natural Resources and Environment on environmental impact issues. This means more bureaucracy, a series of meetings, and more loopholes and personnel to navigate, which could cause delays.

 

Although agencies and committees have been set up to draft and quantify environmental impacts, no official blueprint has been released to the public.

 

Quantifying the Economic Value of Data Centers

 

While data centers bring economic benefits such as local construction and employment, it’s currently difficult to quantify how much domestic value we will see. Granted, it’s certainly more beneficial than having no influx of innovation at all, but Thailand has reached a stage where it cannot simply greenlight every proposal without considering the significant drain on the country’s resources.

 

According to a report by Krungthai Bank’s research unit, COMPASS, local business operators mainly benefit from construction work, and other benefits remain limited for now.

 

This story sings a similar tune to Thailand’s manufacturing narrative. The latest 2Q26 data highlights rising exports and private-sector investment in machinery and equipment. However, if you look deeper, it’s clear Thailand is importing more than it’s sending out, which means domestic activity here consists of assembling without capturing much of the supply chain or owning the IP and technology.

 

A Question For The Digital Age:

 

Thailand may be housing the land for data centers, but it’s worth clarifying how much value goes back into the economy and how much our resources are being drained. Undoubtedly, data centers are powering the significant use and adoption of technology that our entire lives revolve around, whether that’s streaming, coding, or conversing daily with your trusted AI platform of choice, and play an important role in powering the digital economy along with the necessary upskilling of a workforce.

 

Looking ahead, governance overseeing resources that support the construction of Data Centers will play a critical role. Hyperscale centers use significant amounts of energy and water, so the Committee’s role is to ensure an achievable blueprint for resource allocation and utilization.

 

Separately, operators must find a way to integrate Thai businesses into the value chain, whether by upskilling a sector-specific workforce so the country can leverage the new infrastructure, or by integrating companies that offer software support, data analytics, and more into the chain.

The key takeaway here is that regulations and governance, as well as tech talent, have to catch up with the incoming investment dollars for Thailand to fully capture a significant piece of the Data Center boom. Billions in investment are certainly attractive on paper, but the government and oversight committees must also manage the country’s resources and consider energy and water supply, while implementing new technologies that reduce electricity and water consumption.

 

If we are serious about entering the new digital era, we must also commit to laying a strong foundation to support the new path ahead.
